There’s a timer on the current staking page. Is it the addition of “seconds” that you think may be confusing?
Seconds probably isn’t necessary. Any transactions performed within the last minute of an epoch (as shown on the portal) likely won’t be processed until the following epoch. Also, last-minute activity can create instability for validators, especially if it’s a large delegation or undelegation, so it’s probably best to not encourage it.

How do we progress this proposal to whatever the next phase is?

We are still in the process of setting up the new Snapshot to be inline with the VDAO charter but we will be putting it up for vote ASAP!.
