With the passage of HCIP-03, the community overwhelmingly voted 100% in favor to ratify the charter composed and presented by the first persistent council of Community DAO governors. This document serves as the guiding document of all Community DAO operations from governance to compensation to elections and any other activities involved in the daily functions of the DAO. All future councils must reference and adhere to this document. Annexes in the future may be voted on and approved. After having gone through the HCIP voting process, they may be added to the charter.
