Proposal overview
With this proposal we are putting forward an idea rarely seen in any crypto community: forming a DAO with an incubation & accelerator center in an organized industrial zone with technology zone executives along with crypto enthusiasts in order to onboard already existing businesses to expand on Harmony. Our core members are composed of such executives and crypto veterans.
Blockchain technology provides a unique opportunity to bring greater efficiency, transparency and traceability to the exchange of value and information to a wide variety of sectors. The organizational structure of a DAO emerged after the introduction of blockchain technology, firstly initiated on Ethereum blockchain in 2016. Since then, there have been many different DAO structures and formations, where community mainly experimented and gained experience. Still, the embryonic state without the mainstream adoption of blockchain technology and DAOs remain a noticeable weakness. This is why we are so focused on bringing this DAO into an industrial and technology zone backed by government. We want to help bringing mainstream adoption of blockchain technology into industrial and technology business life.
Our daily business interactions continuously remind us that traditional companies are both vocal and willing to enter into this world but they are at a loss of know-how and sensitive to this new world’s legal and accounting dimensions. They ask us about how to tokenize themselves, their products, their payment channels; what type of advantages does blockchain based technologies can bring to their businesses and which blockchain network to onboard. While we are long time Harmony enthusiasts (Harmony Turkey founder is one of our core members), to our dissatisfaction, so far we have only been asked about BSC, Ethereum and Solana. Harmony needs to be propagated much more with legal and accounting support as well as coders to back it up. Only this way we can onboard traditional business world on to crypto. This is Turkish DAO’s (TDAO) central concept: regular contacts with startups through offices in incubation centers, regular contact with existing businesses through offices in organized industrial zones and to follow it up with providing contracted legal, accounting and in-house developer support to onboard to Harmony.
With this vision we do not only propose to be an educational DAO but also an on-ramp to Harmony for both existing businesses and start-ups. We wish to show the potential in this vision and be the pilot project that can be later replicated in other regions. Turkey, we believe, with exceptional enthusiasm in crypto (~9% of Turkish pop. nearly 7 million crypto holders), and with its rapidly growing and heavily incentivized tech startup ecosystem is ideal for being the genesis of this type of on boarder DAOs.
We have developed a three phase plan that would end with TDAO having sub-offices in multiple special technology zones, accelerator centers and organized industrial zones and having a task force on retainers made up of crypto lawyers \ accountants \ developers who will offer their services to businesses that we will refer to them for tokenizing on Harmony. Phase ONE will start right away, after specific milestones of Phase ONE is met, we will commence into Phase TWO which is mainly focusing on raising public awareness, education, conferences/meetups and also gathering creative groups (NFT artists, game developers etc.). Phase THREE will be the outreach – onboard and globalize phase. At this stage we plan to have a complete DAO capable of achieving every goal we have proposed so far.
Phase ONE

Awareness raising in general public and education of target demographics
While there is wide interest for crypto among Turkish general public, there are two main problems with the existing interest from the perspective of our local Harmony community. First, people that interact with various crypto coins do not know about Harmony and second, interest in crypto mainly comes from people’s wish to use it as a protection from high inflation seen in Turkish Lira. This means that people who are interested in crypto are not mainly from technology related fields. In order to improve this situation in Harmony’s favor, we plan to:
a) Specifically target university students of computer engineering, law, business school, accounting degrees by founding university clubs, distribute infographics at universities and e-books that are created in phase ONE.
b) Give ads in places where general public gather to discuss crypto (there are places called “crypto house cafes” in big cities). Distribution of Turkish translated Harmony literature to general public plays a key role in this phase. Harmony should be understood not as a coin but as an infrastructure in a simple and vivid language.
c) Through surveys we will check the effectiveness of this strategy and use the feedback to evolve our ‘minds and hearts’ campaign
- Education of Promising Community members and Core members
With awareness of Harmony raising and benefits of taking part in the community becomes intriguing to general public and technical \ professionals alike, a little motivation and mentoring on how to interact with the Harmony network will carry many people and entrepreneurs to the finish line of actually using ONE in their everyday life. We are determined to make ONE a sustainable way of life and not to allow it just become another fad. We will:
a) Teach new community members how to explain Harmony and blockchain in simple terms, how to find literature that they can distribute and how professionals and people with technical background can find support from TDAO retainers and mentors to launch a business on Harmony.
b) Organize mentoring activities, get-togethers, presentations at the previously mentioned crypto cafes and university clubs on Harmony, and distribute Harmony merch. DAOs can become more than a technical term with our slogan “everyone their own CEO” (tr: Herkes bir CEO)
c) Receive feedback through focus groups after these events to evolve our campaign according to feedback
- Creative groups
Especially Izmir (population 4.3 million) and Istanbul (population 15.4 million) is home to many Turkish artists that are expanding to digital arts, whether it is NFTs or play-to-earn game design. Our core members who are executives at accelerator centers and special technology zones tells us that all artists that reach out to them are either asking about tokenizing on BSC or Ethereum. Harmony ONE combines advantages of cheap fees and high end sharding technology. It is crucial to change this trend to Harmony’s advantage. There are already existing Turkey wide digital art mentoring groups which we have reached out and offered to provide technical assistance if they move their creative base to Harmony. We were in talks to establishing ambassadors to them but without funding for technical workers this development is paused at the moment.
Phase Three
- Outreach
Goals and gains of previous phases culminates here. As we said in summary our core members are mostly executives at accelerators, special industry zones and similar institutions. During “onbarding” we will activate our sub-offices at various special tax zone institutions to their full potential with educated representatives to regularly contact businesses and startups based in their zones to encourage, stimulate and guide into joining Harmony family. They will advertise use cases of blockchains in product diversification, creation of new distribution channels, better and more secure ways to keep data, transparency, better user experience, new sectors that came to exist with blockchains, new ways to organize, new ways to create communities, new ways to advertise… All that had become possible with crypto.
- Onboard
After our sub-offices and ambassadors secure onboarding, the retainers we keep will provide technical means and legal advice to onboard these businesses on Harmony. Here we mean both coders, and crypto lawyers / accountants.
- Globalize
After evaluation we will share our experiences with the rest of the Harmony family and hopefully be the success story that will lead to formation of similar DAOs in other geographic zones.
Core Members and Governors
Kayahan Dede
General Manager at İzmir Science Park;
He took active roles in many associations, platforms and foundations in the fields of R&D, Innovation and Entrepreneurship, and took part in their establishment and management. Founding of Industrial Designers Professional Association İzmir Branch, TOBB İzmir Provincial Young Entrepreneurship Board Membership, Aegean Technology and Success Foundation Vice Chairman of the Board, İzmir University of Economics Alumni Association Presidency are some of these works.
He worked as a coordinator, a Technology Transfer Office director, an Innovation Center Incubation manager at Teknopark İzmir. He organized or took part in dozens of trainings, seminars and events for the development of entrepreneurship culture.
He has been the General Manager of Izmir Blimpark, the technopark of Izmir University of Economics, for the last 3 years. It continues to carry out projects that will create synergy with stakeholders for the development of the entrepreneurship and innovation ecosystem in Turkey.
Caner Taçoğlu, PhD
He is the founder of Harmony Türkiye, along with @HarmonyTurkiye twitter and Harmonyturkiye telegram channels. He has been working with Harmony since August 2019, moderating social media channels and helping the community along with document translations. He has been involved with cryptocurrencies since 2016, He has more than 100 entries on Binance Academy also worked closely and helped Binance Info team to form the webpage frontend back in 2018. He is closely working with some blockchain projects as a strategic investor and advisor.
He is currently working as Assistant Professor in Industrial Engineering Department of Izmir University of Economics. His published scientific articles include competitiveness, operations management, lean applications and blockchain technology. He also has published and submitted articles on cryptocurrencies. He will be the bridge between Harmony, TDAO and İzmir University of Economics.
Tolgay Hıçkıran
Founding partner at Codeo, Autodesk forge system integrator and Unity authorized gold reseller technology company. Graduated from a Top 25 world ranked university, King’s College London, he is an Autodesk Expert Elite, also Alpha/Beta Tester of Autodesk Vault 2021, Autodesk Inventor ADA, AutoCAD 2021, Autodesk Certified Instructor and Unity Certified Instructor. Helped in generation of +%10 revenue in a £ 6M gross sales company. He will play a key role in Unity development and metaverse applications, leading the developer side of TDAO.
Erkam Toksen
Director of Stakeholders Office at İzmir Science Technology Park. Crypto Class of ’16. He develops innovative and blockchain-based solutions to financial problems in the startup ecosystem. Besides, he manages the project of the NFThiefs game.
Founder of AETnomics. He will be the public relations manager also help moderating the social media channels.
Orkun Şensoy
Crypto class of ’17. He started as a commodities trader in 2015 specializing in risk management and since then he since then he applied his trading and risk management knowledge into crypto world. Co-founded Tmaps and funded R&D heavy local startups. Currently mentoring NFThiefs. He will onboard game developers and creative groups.
Oğuzhan Cengiz
European Union Projects writer and Freelance Industrial Engineer. He is experienced in project management and sustainability thanks to his internships in many companies on a local basis and many European Union projects. Moreover, he is knowledgeable about how to increase the visibility of a sustainable project, experienced from the European Union projects he has participated in. At the same time, he has the ability to transfer and disseminate knowledge due to his student assistant internship at Izmir University of Economics. He actively advises many local companies on process optimization, project cost and budget calculation.
Ali Konuş
Digital Designer, NFT designer and creator. When it comes to art and technology, his heart beats faster and he hopes to unite the two concepts and carry the future to its lines. Although he enriches his designs with traditional drawing techniques, he tries to make abstract values concrete in the digital world in order to carry the needs of the modern world to visual values. He will be responsible for NFT specialized groups and he will be the UI/UX designer of TDAO.
We are in the process of bringing two more governors to TDAO with the roles of AI-VR expert who founded a company listed in Nasdaq and a well-known entrepreneur of AI technology, who is also a founder of workforce optimization and predictive systems international company.
Proposal ask
Offices will be rented in special technology zones and coworking spaces, accelerator centers and organized industrial zones. We will start in Izmir for phase ONE before expanding to other two big cities in phase THREE and will consider this goal achieved when we have active offices in our three target zones.
The budget below belongs to phase ONE, which is asked to kick start activities listed below:
We ask for a total of $80,000 for phase ONE.
After phase ONE ends, we will show every evidence of our work and we will commence with phase two and phase three. We have estimated phase 2 and phase 3 to last for three years, and after three years TDAO will have a structure of creating its own salary. In phase three, we also propose to onboard and incubate other DAO’s from Turkey or neighboring countries from the fundraise we have gained from Harmony.
Currently it is very challenging to make the correct estimates for phase 2 and phase 3 combined and ask for a cumulative funding for these phases. However, we have a typical plan for a 2 year Unity incubation project which can be on boarded on Harmony ecosystem.
The table above showcase the costs of a professional VR/metaverse project using Unity with high sustainability. Many projects done in today’s environment tend to decay in the course of months due to weak plans and unsustainable settings. Our lower and upper bound estimates combining phase ONE, two and three for the three year of work will be roughly between $600,000 – $800,000, which will be asked in different milestones in the course of three years. We are open to any kind of discussion to further develop our proposal with the help of Harmony Community.
We will share the detailed milestones for Phase two under this post (or editing the original one) after the acceptance of Phase ONE and major milestones of Phase ONE is completed.
