Catalan Cultural DAO - “DAO al 7”
Proposal overview
The Harmony Catalan Culture DAO - “DAO al 7” intends to:
- Support Harmony during Eth Barcelona with incredible side events!
- Promote the use of Harmony in Catalan-speaking territories: currently, Catalan territories are extremely active in the blockchain ecosystem. We wish Harmony to join this unstoppable movement.
- Support the mobilization of Catalan culture through creators and producers, contributing to making Harmony the decentralized vehicle for the cultural relationships between the different states involved in the Catalan culture: Spain, France, Andorra and Italy.![
Catalan is the ninth language in number of speakers in the European Union despite not being recognised as an official state. Roughly nine million people speak it and 11 million understand it, a number higher than those who speak Finnish, Danish or even Portuguese. In fact, it is estimated that around 40 million citizens of the Union regularly use a historical regional or minority language. Multilingualism is one of the greatest assets of cultural diversity in Europe and, at the same time, an opportunity to promote cultural creation at all levels.
Despite these figures, Catalan remains a hidden culture with very little state support (only with the help of some regional administrations), which negatively impacts its cultural production, financing and dissemination both in the traditional media and, more worryingly, in digital platforms. This cultural vacuum, apart from being a loss in the collective intangible heritage of humanity, affects the symbolic universe and the confidence of the population at large who finds itself lacking the support of solid institutional support and protection.
In the current context of growth of audiovisual content platforms, the presence of Catalan on online platforms like Netflix or HBO is residual, as the bulk of Spain and France’s support goes towards Spanish and French respectively, disregarding other co-official languages such as basque, galician, occitan or catalan. This is in contrast to the demand of the citizens and the inherent potential of the Catalan language, with its above mentioned nine million speakers.
It could be surprising that Barcelona lags behind in terms of cultural production despite being a tech powerhorse, hosting international events such as the Mobile World Congress. Valencia is a similar case. While it hosts the City of Arts and Sciences and was the host of the Global 5G Event 2019 its Catalan cultural production cannot compare to that produced in Spanish.
Despite these challenges, the continuity and preservation of Catalan culture is sustained by its vibrant civil society. Its active use on various platforms such as Facebook or Twitter or the existence of the .cat domain are often-cited paradigmatic cases. Particularly well-known is the catalan Wikipedia, promoted by Amical Viquipedia, who has firmly believed for over twenty years in the opportunities that the digital ecosystem can offer to the dissemination of the Catalan culture, free of political interference. Similarly, new initiatives are popping up, such as the Catalan DAO.
In a nutshell, cultural DAOs may act as a beacon of hope, providing a voice to stateless nations, while protecting Humanity’s intangible cultural heritage. We firmly believe that a successful experience of Harmony Catalan Culture DAO could be extended to other submerged cultures in Europe and the rest of the world. Blockchain technology may facilitate new cultural productions that are today confined to quasi silence and have, at best, barely had the chance to emerge under the control of political parties. We believe that another and more diverse and richer cultural reality is required, where all voices have a chance to be heard, while at the same time promoting Harmony’s values, community and use. After all… think local!
Our mandate
0.- Support Harmony during Eth Barcelona in all ways possible!
1- To reinforce the Harmony ecosystem and community through the use of Harmony-based platforms by creators, producers, programmers and consumers of Catalan culture, linking Harmony to other Catalan-led initiatives.
2- Create a decentralized space for relationships and governance between those who share a common cultural background.
3- Promote the non-political interference in cultural productions through Harmony and reinforce the Catalan culture by promoting cultural productions on chain.
4.- Guarantee copyrights, thus ensuring fair profits for authors, in a current context where these are unproportionally kept by intermediaries.
5.- Serve as a case study for the creation of other DAOs representing stateless nations (and a larger DAO that englobes all minority cultures).
Specific activities
1.- Organize parallel Harmony activities during Eth Barcelona (april)
1.1 A 200/300 people conference for the Harmony ecosystem at the Futbol Club Barcelona premises.
We have been in contact with FC Barcelona, a strong supporter of Catalan culture (Since its foundation in 1899, but especially since the Spanish Civil War and the dictatorship of General Francisco Franco, the Blaugranas have become one of the most visible symbols of Catalonia and anti-fascism, hence the motto “Més que un club”). As Gerard Piqué says “I think, for Catalonia, FC Barcelona means a lot because it is one of the top clubs in the world, and that means that it’s a way to show what Catalonia is in the world.”
Consequently, we would like to propose a Harmony day at their facilities, which would take place the day before or after Eth Barcelona. Everyone will talk about it! The conference would include:
1.- A one day Harmony conference at the FC Barcelona premises, including catering, room, etc. (We are trying to bring a player (USD 60.000).
2.- Private visits of the FC Barcelona museum, led by the Director’s museum (USD 5.000 for 200 people in groups of 30-35).
3.- Visit to the stadium: changing rooms, press room… and you can take pics on the grass at a Harmony photocall! Price included in the museum visit).
4.- Key-note dinner in the VIP room (USD 10.000).
5.- Potential game attendance: Barcelona-Sevilla 3 April (tbc).
6.- Harmony Party during Eth Barcelona!!! (USD 35.000) - we know Barcelona’s nightlife!

We believe that this activity will be of tremendous value to the Harmony ecosystem, as nothing has been done like it in the past, it will for sure leave a mark that no other organization can surpass! What better place to talk about Harmony than in the premises of one of the leading football clubs in the world?
1.2 Booking a restaurant in the vicinity of Eth Barcelona for the duration of the conference (USD 15.000 - includes banners, breakfast, lunches and early post conference drinks), ensuring that Harmony becomes the go-to hang-out place for those people attending the conference… that need a break!
2.- Translations: Translate the Harmony web and other harmony contents to Catalan.
3.- Catalunya and Blockchain: Promotion of a large conference at the “Ateneu Barcelonès” or another key venue, with the support of the Catalan DAO. (USD 10.000)
4.- Events, meet ups and training sessions, whose objective is to recruit talent and local support.
- Develop a Harmony presence (at least 2 activities) in Catalan cultural fairs and festivals (such as Primavera Sound (music - 200K audience), Sonar+D (arts and technology - 3K audience), Temporada Alta (performing Arts - 57K audience), Literal (literature - 5K audience), etc.
- 3 Run NFT Onboarding Events
- 3 meet-ups in cultural centers and universities to promote the use of Harmony-based NFTs
- 3 meet-ups to support Catalan initiatives obtain Harmony grants
5.- Validator support
- With the support of the Validator DAO, train ten Catalan candidates to increase their chances of becoming Harmony validators.
- 2 meet-ups to assist in setting up at least 5 Validators, in collaboration with the Validator DAO.
6.- Harmony in the media:
- Develop an active social media strategy and presence and energize digital cultural forums. Over 200 followers on Twitter, and equal number on Telegram.
- Publish 3 articles in local specialized magazines such as Entreacte, BonArt, El Núvol or Item.
- Publish 3 articles in international specialized magazines such as Monocle, Technikart, Les Inrockuptibles, el Jornalet, Transfuge, Monopol, Art das Kunstmagazin.
- 3 articles in main media outlets.
- A minimum of one television documentary (we have had preliminary discussions with Catalunya’s public television -TV3).
7.- Catalan Culture DAO Award: award to help to produce and finance new artistic creations committed with the Catalan culture through Harmony.
8.- Alliances with researchers: who are working on copyright and blockchain such as the University of Lleida (CopyrightLY project).
9.- Documentation: document the DAOs progress.

Important note, to ensure the projects sustainability, the governors will cap their daily rate at USD55/hour.
Team
MM, the main governor, is an international development expert and a Creative Director with ample expertise in tech for good- She holds an art degree from the Escola Massana from Barcelona and is currently working on several tech for good projects for the World Bank, Mercy Corps, etc. She is also an NFT artist, supporting the access of African artists to the NFT market. MM will develop the DAO’s image, and ensure that all activities are rigorously designed, planned and implemented. She also has expertise organising Hackathons.
JB is a key player of the blockchain ecosystem and known for his role as a freedom fighter and whitehacker recovering the funds of the 2016 DAO. JB will provide direct support with all technical aspects to the DAO to ensure that projects optimise community impact.
EP2338 holds a Ph.D. and Master of International Affairs. He is an international development expert with +10 years of experience working on projects financed by USAID, USIP, etc. and has worked in the Sahel for numerous years. He has actively collaborated with other organizations in the past, such as the Ethereum Foundation and Polygon, reviewing the African crypto landscape, mentoring local start-ups and supporting them in grant applications. He is a Barcelona football fan and particularly enjoys hiking in the Pyrenees (as well as building Märklin train models).
MdV is a widely experienced cultural manager, events producer and consultant. Specialized in libraries, she is a well-known promoter of projects and new user-centered management and governance models. More than 10 years ago she founded, and still coordinates, a group of independent professionals who work as a radar for international trends to adapt them to the local level.
MS is a Catalan philosopher for the University of Barcelona working on linguistics. He is a member of Cercle Vallcorba and a linguistic and cultural activist promoting both Catalan and the Occitan culture through different initiatives such as translations and meetups. He also leads a group of historians, teachers and philologists to build a non interfered dictionary following the steps of Pompeu Fabra.
MH is a strategy and digital transformation consultant and a digital producer, specialized in culture, heritage and knowledge based organisations. He specializes in successfully aligning IT to organisation’s goals from strategy to implementation and in leveraging innovation and digital resources to create differential value for knowledge based organizations.
FP is the founder of Peersyst Technology, a leading blockchain development company and an active an experienced contributor in the Harmony ecosystem. With 6+ years of experience in Blockchain development and 30+ successfully launched projects, the company also holds some of the biggest blockchain communities in Barcelona as well as promoting platforms like the media Blockchain en Català.
SM is a Managing partner at Opisso Studios, a digital marketing agency specialized in branding strategies, graphic design and interactive communication.
DG is a chartered financial accountant (cfa) with over fifteen years of experience. He will be responsible for organising the DAO’s policies and ensuring that the funds are properly handled.
